

e-Governance Projects in Information Technology Sector
March 2003 to June 2007
E-Mitra - e-Mitra project has been implemented across 32 districts under Public-Private Partnership (PPP) model. Currently 850 e-Mitra kiosks are operational around the State. Various Citizen-centric services of Government departments are being made available in integrated form through ‘e-Mitra’ centres / kiosks. CSCs will also be integrated with e-Mitra.
‘e-Mitra’ has been awarded Bronze Icon for ‘ Outstanding performance in Citizen-centric Service Delivery’ in the 10th National e-Governance Conference in February, 2007
Chief Minister’s Information System - CMIS has been implemented in the CM Office so as to facilitate effective monitoring of various developmental works. Various Central schemes, state schemes and externally funded projects being implemented across the State can be monitored through this system. Monitoring of the Budget and other declarations of Hon’ble CM is also being done through this system. CMIS is also being used to apprise Hon’ble CM of various district level developmental programmes.
Common Service Centers – The aim is to establish 6626 CSCs in rural areas for providing some of Government and private sector services and information under one roof. In accordance with the Budget announcement of Hon’ble CM, the CSCs will be allotted to women entrepreneur. RFP has been floated and bids are to be opened on July 7, 2007.
The project cost of approximately Rs. 106 Crores is to be borne by the Center and the State Government on 50:50 basis. Grant-in-aid to the tune of Rs 13 Crores has already been received from the Central Government for the first year.
Swasthya Mitra :Telemedicine - For extending specialized health care services to far-flung areas of the State, a Telemedicine network has been set up by the Government in collaboration with ISRO. Under the project, Telemedicine services between District Hospital Jhalawar and SMS Hospital Jaipur were inaugurated on 14.02.2006 by Hon’ble CM. It is proposed to establish this facility amongst 6 Medical Colleges and 31 District Hospitals. Telemedicine centers have already been made operational at 35 places.
Aarakshi - Online FIR - Electronic filing of FIRs being enabled in the State in phased manner. ‘Aarakshi’ – eFIR application has been awarded as a model e-Governance application in the 9th National e-Governance Conference in February, 2006
Registration & Stamps Department project (SAARTHI) - State-wide all the 259 Sub-Registrar offices of the Registration and Stamps department have been IT enabled. It has reduced service delivery time to citizens from several hours to 20 minutes. The project for ‘ Anytime, Anywhere Registry’ system has been successfully launched in 11 SR offices of Jaipur on pilot basis.
The project was awarded Bronze in the year 2005 for ‘Best Practices in Citizen-centric Service Delivery” in the National e-Governance Seminar organized by GoI.
Land records computerization - Database of Record of Rights (RoR) covering 6.8 million landowners has been completed in all the 241 tehsils. Copies of RoR are being provided to citizens through e-Mitra kiosks and other independent channels.
Right to Information - A Right to Information (RTI) Portal is being developed to create an e-platform for inculcating right to information amongst the citizens. The Citizen Charters of various State Government Departments / PSUs and other organizations are already available on the website of Government of Rajasthan.
VAT-IT project - VAT Accounting System implemented at all the 11 zonal headquarters & 56 regular circles. Other activities include: Registration of dealers and maintenance of revenue collection registers.
All 137 ward offices to be IT enabled. Check-posts Management Information System to be implemented
Back-end Computerization
To achieve the goal of complete e-Governance in the State, backend IT enabling of citizen-centric and revenue earning departments of Government like PHED, Tourism, Commercial Taxes Dept., Excise Dept. Police Dept., Medical & Health, Education Dept., Election Dept., Tribal Area Development , Social Welfare etc. is being done on priority. The Departments being taken up for Backend computerization in the FY 2007-08 include:

Orders have been issued for all offices of the State with computers to access broadband .
e-Procurement - To bring about transparency and reduce time constraint in procurement procedures in Government Departments, e-Procurement system is under implementation. The pilot of the project was tested successfully in RUIDP and DoIT&C. e-Procurement has been made mandatory since April 1, 2007 for five Public-dealing Government Departments in the current financial year (2007-2008). These departments are: PWD, PHED, Irrigation, Medical & Health and Forest
Vikas Darpan – A GIS tool for decentralized planning - A GIS based tool for decentralized planning – Vikas Darpan – has been made operational. This system provides complete maps of the State, 32 Districts, 241 Tehsils and 41,000 villages linking socio-economic profiles and demographic data of Census 2001.
Vikas Darpan provides access to the public as well as to State Government departments in a closed user group (CUG) mode. Web based GIS application http://gis.rajasthan.gov.in has also been developed.
Business Process Reengineering - BPR and Change Management are the medium to ensure effective and efficient implementation of e-Governance and IT enablement of back-office operations in the Government sector. The entire task of Process reengineering and Change Management would be done over a period of three years. In pursuance of the Budget declaration of Hon’ble CM, BPR has been initiated in 15 citizen-centric departments. M/s TCS, the consultant, has already initiated the study in 4 departments namely: Medical & Health; District Collectorate, Jaipur; Food & Civil Supplies and Women & Child Development.
Preparation of e-Governance Roadmap - As per the guidelines of Government of India under National e-Governance Plan (NeGP), NISG has prepared the State’s e-Governance Road Map (EGRM) and Capacity Building Road Map (CBRM). These roadmaps are available at the State Government’s website “www.rajasthan.gov.in”.
Computerization of courts - Several activities of Rajasthan High Court at Jodhpur & Jaipur are being computerized. 30 district courts are being taken up for computerization. The project has been identified as one of the core Mission Mode Projects under NEGP.
Litigation Information, Tracking & Evaluation System (LITES) - The application has been developed to assist the Administrative Departments in the State to effectively and economically handle litigation and to streamline systems and procedures to maximize efficiency.
IT enabling of municipal bodies - Complete IT enabling of 6 municipal corporations at divisional HQs has been completed. 19 municipal councils/boards are being covered in phased manner. Remaining 158 municipal councils/boards are also to be covered in phased manner.
The program covers complete automation of back offices and service delivery systems like house tax accounting system, issue of birth & death certificates, public grievance redressal, etc.
Creation of IT Infrastucture
Video Conferencing Network - All 32 District Collectorates have been linked to the state Headquarter through Video Conferencing Network. Hon’ble CM dedicated the Network to the State on 09.08.2004.
Secretariat Networking (SecLAN)
1000+ nodes Secretariat Local Area Network (SecLAN) has been operationalized. Computer systems, Printers and IP phones have been made available to Ministers and senior functionaries. Metropolitan Area Network (M.A.N) of over 30 Government buildings in Jaipur city has been set up and made operational.
State Data Centre (SDC)
A Central repository of information & application for major Departments of the State Government has been operationalized at State HQ. This center was inaugurated by Hon’ble CM on 08.12.2005. District Data Centers (DDCs) have been set up in all the 32 Districts.
Currently SDC hosts 85 websites of various Government departments, GIS project, e-procurement project and several other e-Governance projects. Upcoming websites as well as new e-Governance projects would also be hosted at SDC.
Mobile V-SAT vans
Two mobile V-SAT vans have been made operational with an aim to provide better communication medium to the rural and remote areas of the state. This infra could be used for data / voice / video communication between any two remote locations within State. The vans would be deployed for disaster management, interaction with members of public as well as for IEC purpose.
The vans were deployed for a month beginning December 1, 2006 for Swasthya Chetna Yatra of the Medical & Health Department (IEC). At least one Panchayat Samiti of each district was covered on daily basis. The vans were also used for the Gram Sampark Yatra.
Rajasthan State Wide Area Network
Government of Rajasthan has proposed to set up Rajasthan State Wide Area Network (RajSWAN) to modernize the communication infrastructure with an aim to improve the administrative efficiency and effectiveness. Substantial part of the funding of RajSWAN project has been provisioned under the National e-Governance Plan (NeGP) of the Government of India being administered through Department of Information Technology, Ministry of Communication & IT (MCIT), Government of India. The residual part of the funding would be taken care of by the Government of Rajasthan.
This project aims at creating vertical and horizontal communication network by linking 32 District HQS and 241 Tehsil HQs with State HQ. Horizontal connectivity would be provided to cover District offices at District HQs and Tehsil HQs. The network would provide data, voice and video communication facilities and link together District & Tehsil administrative offices, DLOs, PRIs and e-Mitra kiosks, etc.
Earlier, a project named ‘ CARISMA’ was initiated to connect all the Gram Panchayats to respective Block Headquarters and the State Headquarters. To start with, 1100 Gram Panchayats of the State are being connected in this initiative. There are plans to optimally utilize the CARISMA network while establishing the RajSWAN.
Funds for site preparation and PoP at District Headquarters and Tehsil Headquarters are going to be provided to all the District Collectors shortly.
E-District
This program is proposed to cover Ajmer, Baran, Jalore and Jhalawar Districts. It would help in IT enabling of internal processes of the district administration and its subordinate offices and integration with the e-Mitra service delivery channel. Proposals for Rs. 10 Crores have been submitted to GoI. Funds for the e-District project would come from Government of India and would be provided to the selected districts. M/s PWC has been selected as Consultant for project planning to implementation and management stage.
Human Resource Development
State Government has laid emphasis on Talent Development of trained manpower, specifically for IT & ITeS sector. M/s Hewitt Associates, globally reputed HR consultant has prepared of the Talent Development Road Map of the State.
