STATE INITIATIVES

A. IT & ITES POLICY 2007 launched : It aims at implementing E-Governance and capacity building within Government domain; Promoting investment in IT and ITES sector within State AND Skill Development through enhancement of employment opportunities by developing the capability of the youth of the State and making them employable by the industry.

B. Budget Announcement 2009-2010 : All Government Departments are to earmark 3% of their Plan Budget for e-Governance initiatives. It is 1st such initiative in the Country. Guidelines for effective utilization of such funds released by Hon’ble Chief Minister on November 19, 2009.

C. Rajasthan Cyber Cafe Rules 2007 : The Government has drafted a legal framework to prevent and curb cyber crimes regulating the Cyber Cafe owners .

D . Innovative Projects  

a. Bharat Nirman Rajiv Gandhi Sewa Kendra - a facility to deliver G-2-C services to the citizen at Block level in the rural areas.

    i.      A loan sum of Rs. 49.17 Crores has been sanctioned for the First time for any IT project.   

    ii.     Foundation stone of First such Kendra laid by Hon’ble Chief Minister on November 19, 2009 at Dudu   Panchayat Sami, Dudu, Jaipur.        

b. e-SANCHAR ( http://esanchar.rajasthan.gov.in ) - e-Speech Application through Network for Automated Communication, Help and Response . It is Integration of IT with Mobile Telephony for providing information pertaining to citizen-centric services within remote rural areas. This also helps to address the illiterate beneficiary of the remote rural areas.

The Project has been awarded as the best project under the category of Maximum Social Impact by PC Quest ‘Best IT Implementations Awards 2009’.    

c. Touch Screen Kiosks at District level - Installed in 33 District Collectorates to facilitate efficient, timely and cost effective delivery of Government information and services like Land Records, Old-age pension, widow pension, Individual Beneficiary schemes etc. to the citizens of the State.

Voice Over facility has also been incorporated in the application.
